Na seznamu je i částka 32 milionů dolarů pro neziskovou organizaci Prague Civil Society Centre. Ta v osmnácti zemích východní Evropy a Asie, zejména v represivních režimech Evropy a střední Asie, spolupracuje s občanskými organizacemi nebo nezávislými novináři, funguje například v Bělorusku, na Ukrajině nebo v Rusku.
